County Commissioners Meeting

JULY 15, 2013

Present: Dan Colbert-Presiding Commissioner, Matt Bass-Associate Commissioner District 2, Crystal Hall—County Clerk. Absent: EuGene Galloway- Associate Commissioner District 1, the following proceedings were held:

 

Board of Equalization

• The annual meeting of the Lincoln County Board of Equalization was held.

Members present: Dan Colbert, Presiding Commissioner, Matt Bass-Associate Commissioner District 2, Deanna Dickmeyer, Auditor, Don Parr, County Surveyor, Dale Black and Gil Dameron, appointees. Kevin Bishop, Assessor and Crystal Hall, Secretary of the Board.

• Jerry Fox, County Collector. Pursuant to RSMo 140.130 the board examined the back tax books. No vote was taken.

• Joe La Macchia, Ameren. Appeal of 2013 assessed value for the gas distribution system of Ameren Missouri. The board listened to the appeal and will reconvene to render a decision.

• There being no further business, Commissioner Bass made a motion for the Board of Equalization to adjourn, Kevin Bishop second, all ayes to adjourn.

 

Unfinished/

New Business

• Commissioner Bass made a motion to approve a change order with Fred Weber, Inc. to extend the contract completion date until Nov., 15, 2013 with no change in cost. The ayes carried the motion.

• Commissioner Bass made a motion to accept the proposal from Snow Hill Nursery & Garden Center, INc. for $3,000 to clean up Schroeder Cemetery. The ayes carried the motion.

 

Ministerial Activities/Road and County Property Inspection:

• Roads Inspected: Gravens, Brevator, Jordan, S. Jordan, Chain of Rocks, Sycamore Bend, Keelstone, Gibison, Myers, Speilhagen, Pear Tree, Linns Mill, Mennemeyer, and Snyder.

 

JULY 16, 2013

Present: Dan Colbert-Presiding Commissioner, Matt Bass-Associate Commissioner District 2, Crystal Hall—County Clerk. Absent: EuGene Galloway- Associate Commissioner District 1 the following proceedings were held:

 

Kristen Burkemper

Treasurer

• Burkemper presented the July sales tax and June gas tax reports. Burkemper reports that sales tax is up 1.4 percent for the month but remains down 5.8 percent for the year. Gas tax is up 1.8 percent for the month and down 3.1 percent for the year.

• Burkemper suggests that the Law Enforcement Restitution Board adopt a purchase procedure policy, to avoid future confusion when the board authorizes a purchase that doesn’t follow the county’s purchase policies.

• Discussed recent correspondence from the Auditor requesting new reporting procedures.

 

911 Director:

Margie Harrell

• Harrell reports all went well with the dispatcher at the fair last week.

• Harrell gave the Commission a letter from Kevin May regarding his time at the center.

• Harrell intends to adopt a telecommunicator code of ethics in the center.

• Harrell will be sending out user fee invoices for August by the end of the week.

• The center was awarded the grant to purchase generators for the towers.
