Lincoln County Commission Meeting Notes

OCTOBER 29, 2013

Present: Dan Colbert-Presiding Commissioner, EuGene Galloway- Associate Commissioner District 1, Matt Bass-Associate Commissioner District 2, Crystal Hall—County Clerk, the following proceedings were held:

 

Highway Department: Bruce Wallace and Don Lilley

• Discussed Weber finalizing the crushing at the county quarry and the size of rock per the contract.

• Delivery of salt through the coop purchase agreement will not be delivered until the spring. Discussed alternatives to purchase salt prior to the coop delivery.

• Crews are currently cleaning out fence rows and making other improvements on Chantilly Road.

• Repairs to asphalt are needed on Frenchmans Bluff Road and Quarry Road.

• Bridge repairs have been completed on Duvel Road.

• Discussed a complaint regarding mowing on Turkey Creek Road. Mowers should be in that area by the end of the week.

• Discussed sealant for bridge decks.

• Discussed the need to purchase additional road work signs. The commissioners feel this is a good investment and will prevent damages in the future.

• Commissioner Galloway discussed a recent meeting at the Tipton residence on Keelstone Road. Road crews will do additional work on the eroded culvert.

 

Maintenance Crew: Sam Clary, Allan Watkins, and Randy Siebert

• Discussed proposed security improvements for the Justice Center. Randy Siebert will solicit bids for additional camera needs. Siebert presented the commissioners prices to install 6” pipe barricades at the entrance. Siebert reported that a new light has been installed at the back side of the building and employees are pleased with the improved lighting.

• Siebert will put together a purchase order for salt for the county parking lots and sidewalks.

• Sam Clary reports that air conditioner Unit 11 has been replaced on the roof at the Courthouse. Air conditioner lines on the roof were all resealed.

 

New Business

• Discussed the Street decision regarding the collection of use tax and the recent “fix” proposed by the state legislator. The commission discussed the advantages for the county if the use tax were to be put on the ballot and passed by the voters of Lincoln County.

• David Hamilton, Great River Associates discussed proposed bridge repairs on Kuntz Road and sealant for bridge decks.

• Commissioner Bass made a motion to approve an emergency procurement to purchase a dishwasher for the jail kitchen from E Friedman Associates Inc., for $7,409. The ayes carried the motion.

 

Mike Wood, Assistant Prosecuting Attorney

• Wood will review statutes concerning requirements for outside audits of Class 2 Counties.

• Reviewed draft of county road policy, will add ‘vacation of road’ information as well as remonstrance requirements to the policy.

• Wood states after reviewing the statutes concerning cemeteries, he finds nothing that requires the county to accept land to be used for cemeteries.

• Wood to contact Cindy Davenport concerning the need to modify the easement for Calvary Church. The easement needs to be modified to 15 feet on sides and 30 feet in the front of the property line.

 

OCTOBER 29, 2013

Kristen Burkemper, Treasurer

• Burkemper presented the October sales and gas tax reports. Sales tax was up 7.67 percent for the month of October compared to the same time last year, but remains down -2.49 percent for the year. Gas tax was up 0.2 percent for the month of October compared to the same time last year, but remains down -1.6 percent for the year.

 

Sheriff John Cottle

• Cottle presented the commission a patrol staffing analysis prepared by Lt. Andy Binder.

• Cottle states that he anticipates additional revenue due to taking on additional federal prisoner transport assignments.

• Discussed a recent work comp injury caused by sharp edges on doors in the jail.

• Cottle would like to put up a wall in the lobby area to keep inmates isolated when transporting to the Justice Center for court appearances.

• Discussed appliances going out in the kitchen at the jail. He anticipates needing to replace a food warmer and clothes dryer in the very near future.

• Cottle requests that the work hours for maintenance personnel be changed to 7:30 a.m.-4 p.m.

• The two new vehicles have been delivered by the dealer and are getting decals and upfitted with equipment before going out on the road.

 

911 Director:

Margie Harrell

• Harrell states that two trainees will be ready to go to a full seat in the center on Nov. 18, 2013.

• Harrell met with Captain Dave Curtis to review booking and release procedures in the jail.

 

Ministerial Activities/Road and County Property Inspection:

Roads Inspected: Keelstone, Brevator, Kamp, S. Chantilly, N. Chantilly, Galloway, N. Ethlyn, Argentville, N. Lindsey, S. Lindsey, Meier, Lakeview, Maryknoll, Childs, and S. Ethlyn.
