Driver charged with assault, DWI, in connection to crash

The Missouri State Highway Patrol arrested the motorist allegedly responsible for the motor vehicle crash that closed Highway 61 for several hours Sept. 30.

According to an electronic arrest record, Delbert W. Blackard, 35, of Florissant, was arrested at 1:13 p.m. He was detained by the highway patrol for driving while intoxicated and for second degree assault.

Pike County Prosecuting Attorney Mark Fisher said his office had not received documentation from the highway patrol regarding the arrest. At press time, charges had not been filed in the county court system.

According to electronic court records, Delbert W. Blackard has a criminal history involving drinking and driving.

In 2010, Blackard was charged by members of the highway patrol in St. Louis for driving while intoxicated. He pled guilty to that charge and was given probation.

In 2012, Blackard was arrested in Stone County for operating a motor vehicle while intoxicated, which resulted in an injury and leaving the scene of a motor vehicle accident.

He pled guilty to both charges.
