Filings begin for aldermen seats; sales tax deposits ‘up’ in Troy

As of Dec. 17, all the incumbents had filed for additional terms as aldermen. This included Ron Sconce, Ward I; Lisa Anderson, Ward II; and Dennis Detert, Ward III. Todd Walker,  who was appointed to fill the term of Gerard Hagedorn, filed as a candidate for the unexpired term.

Sales tax deposits for December of 2012 were up approximately 2.5 percent as compared to one year ago. City Treasurer Linda Flinn said the local one percent tax was .52 percent more, bringing in $215,698.85. The one-half percent transportation tax was 2.71 percent more, bringing in $102,930.99. With half of the fiscal year in, sales tax receipts are now up by approximately five percent compared to last year. The one-half percent capital improvement tax raised $107,605.81. This helps provide funds for the construction of the aquatic center. The aldermen were presented with a profit and loss statement for the aquatic center. Total income during the 2012 season was $134,660.13 with the total expenses at $221,402.14. The city also received its semi-annual franchise tax payment from Ameren Missouri in the amount of $218,655.80. This represented an eleven percent increase. Flinn attributed this to the extreme summer temperatures.

Police Chief Jeff Taylor said, as of Nov. 14, the police department budget was at 39.6 percent and the usage total should be at 41.67 percent. “So we are just a little bit below where we should be,” he said.

Taylor reported that the Narcotics Enforcement Team (NET) made 18 drug arrests within a 24-hour period, one in Elsberry and the rest in either Troy or just outside the city limits. “We are dedicated  to eradicating drug use in the city and county in anyway we can,” he said.

During the month of November, Troy Police officers worked 19 accidents. The officers answered 538 calls and filed over 141 incident reports.

David Lindsey, building commissioner, reported three residential permits were issued during November, bringing the total to 15 for the year. Two commercial permits were issued during the month with four issued for the year.

The public works department placed ten tons of asphalt in pothole patching and/or fill depth repairs; repaired 12 signs and installed three new signs during month. They completed 119 shutoffs of water service to delinquent users.

Under the park board report, Scott Muckerman, park superintendent, had a suggestion regarding the concession stand income and expenses at the aquatic center. Member Dr. Stephen Hunter asked if the city had made any progress with installing another crosswalk at the west end of Fairgrounds Park. The Angel of Hope area in Weinand Park has been decorated  for Christmas.

• Approved Ord. 1170, authorizing Mayor Mark Cross to enter into an agreement with George Butler Associates  for services for pavement construction of Bluffview Drive; approved  Ord. 1171, for mayor to enter into an one-year agreement with Midwest Pool Management for managing the Aquatic Center.

• Tabled action regarding demolition of property at 650 Cap-au-Gris.

• Approved business license/occupation permits to American Waivers, Inc. and Gutermuth Medical Services, Inc.

• Approved beginning of contract negotiations with HR Green as city stormwater consultant for the MS4 program.  The city received five bids which were evaluated by David Lindsey, Jeff Burkemper and Brad Shaw.,

• Discussed a proposal from Christian Environmental Services for  a three –year extension for residential solid waste removal. Christian proposed no increases in rates for 2013-2014 followed by two-percent increases for the next two years.  The board opt to put the contract out for bid.

• Upon  the recommendation of City Clerk Jodi Schneider, the board approved the 2013 admission fees and employee family season passes for the Aquatic Center. This included a lower charge for non-resident family passes.
