Old Cap Au Gris sidewalk improvement discussed in Troy City Board meeting

Mayor Cross called the Regular Board of Aldermen Meeting to order, declared a quorum present, and led in the Pledge of Allegiance.

City Clerk Schneider relayed that the first day of Candidate Filing for the April 2, 2013 Municipal Election is December 11, 2012 and the last day is January 15, 2013 for Alderman Wards I, II and III for two year terms and one Ward III for one year unexpired term.

Mayor Cross read Bill No. 1182 as Ordinance No. 1169 – An Ordinance Authorizing the City of Troy, to enter into a Lease Purchase Transaction. The proceeds of which will be used to pay the costs of refunding the City’s Outstanding certificates of participation, Series 2005; and to approve the execution of certain documents and actions in connection therewith, first reading by title only and called for discussion. Mayor Cross stated that the net present value savings expressed as a percentage achieved was 8.02 percent rather than a 4-6 percent interest rate; term remaining through 2025.

Eric Kirchner, Cochran Engineering, was present to answer questions regarding the bid on Old Cap Au Gris Sidewalk Improvements project.  Discussion on Old Cap Au Gris repaving on that portion occurred approximately 5-6 years ago and how 80/20 percent split would be affected since the bid came in lower. Mr. Kirchner will look into question of exchanging labor-for-pay for lower cash outlay.

The City Board approved a Holiday schedule.  Closed Monday, December 24, Tuesday, December 25, open until noon on Monday, December 31 and closed Tuesday, January 1.

Attorney Granneman recommended Vacation Procedures for Public Streets, Alleys or Easements in the City of Troy.  The vacation procedures offer guidance to citizens as a step-by-step process, which includes notification to utility providers, personal service on surrounding citizens, posting signs, etc.  The vacation procedures do not change the Ordinance.

Alderman Sconce opposed demolishing the structure at 650 Cap Au Gris citing it as a saleable asset and terminating a potential tax base if torn down. Mayor Cross said the structure has asbestos throughout and all copper had been stolen. Discussion of future plans for vacant lot.

The Troy Board of Aldermen meets the third Monday of each month at 6:30 p.m. inside Troy City Hall at 800 Cap Au Gris.
