Sales tax receipts down in Troy, park board position on park usage issued

Sales tax deposits for September 2013 (July receipts) in the City of Troy were down approximately 16.50 percent compared to one year ago. City Treasurer Linda Flinn reported this to the Board of Aldermen. The one percent local sales tax was down 16.43 percent current deposit of $241,655.71 compared to $289,155.60 one year ago. The one-half cent transportation tax was down 17.11 percent with current deposit of $114,492.30 (compared to $138,120.93). The one-half percent capital improvement tax generated $120,791.68  compared to $144,292.96 last year or 16.29 percent lower than September 2012.

“This is not surprising in light of last month’s extreme increase,” Flinn stated in her report. “As I stated last month, sales tax receipts are better viewed by the quarter. For the first quarter this year, our sales tax receipts  are approximately two percent higher than that of 2012-2013.”

The park board took a look at park ordinances regarding fundraising and special events in the parks. In their report, they stated their belief that ‘current ordinances allow for groups and organizations to come into the parks system for their events.’ The cited Section 240.015 (#19) that reads ‘special permission from the board of aldermen  is necessary for events, excluding permitted athletic and other permitted events with more than fifty (50) planned to be in attendance at any pavilions, picnic areas and athletic fields.’ This gives, the park board feels, the aldermen the ability to approve any event they would like to see in the parks and another section gives them ability to grant variances including the allowance  or giving of special permission to charge admissions, fundraisers, etc.

Scott Muckerman presented plans to the park board for bathrooms at the lower fields. Cost estimates  is between $40,000-$60,000. Discussion continued about trying to put this money in the 2014 budget for this park improvement.

Clint Cunningham, public works superintendent, said that 12 tons of asphalt in pothole patching and/or full depth repairs were placed as well as 85 cubic yards of concrete. All bacteriological samples were absent of any contamination. Lift stations and sewer mains were treated with chemicals.

David Lindsey, building commissioner, provided reviews of activities from his department over the last month.

The board passed an ordinance (1189) which allows for a one-time adjustment in water charges for residential swimming pools. However, in order to be eligible, the resident must notify the water department during that billing cycle. They also approved two other ordinances pertaining to annexing and rezoning of properties.

After discussion in both open and closed session regarding waiving of fees for water meters, the board approved the following:

Alderman Ron Sconce made a motion, seconded by Alderman Bass to waive certain minimum base rates per Ordinance No. 1180 if the city does not own or maintain the meter and the party has provided proof of meter ownership, assess a minimum base rate of $5 each equaling $10 for two (2) meters located at Westborough–6” and Highway H & J—8” owned and maintained by Public Water Supply District #2 and assess a minimum base rate of $10 (outside city limits) for one (1) meter located at Elderhaus, Anna Avenue—6” owned and maintained by Elderhaus—effective September usage for October billing. The vote was 3-2.

They approved beginning the process of Gene Tucker’s request  for a change in commercial zoning for his property along Hwy. 61. The process includes public hearings for citizen input.
