Sting leads to arrest of six sex offenders in Lincoln County

An investigation sting by a special unit in the Lincoln County Sheriff’s Department led to the arrest of six sex offenders

The sheriff’s Sex Offender Compliance and Narcotics units arrested six sex offenders last week for failing to comply with Missouri State registration requirements. The sex offender compliance unit tracks approximately 195 sex offenders living in Lincoln County.

As of July, 99.4 percent of sex offenders living in Lincoln County are compliant with their registration requirements.

The sex offender compliance unit arrested the following individuals:

Charles Hunter, age 59, of Elsberry. Hunter was convicted in October 1985, for felony sexual assault of a four-year-old male, in Hillsdale, Ill.. Hunter is charged with failure to register as a sex offender and posted a $5,000 or 10 percent surety bond. Other conditions of bond may apply.

Richard Dillard, age 50, of Winfield. Dillard was convicted in February 1989, for second degree sexual abuse of a 14-year-old female, in Lincoln County. Dillard is charged with failure to register as a sex offender and is currently housed in the Lincoln County Jail under a $10,000 cash only bond. Other conditions of bond may apply.

Karl Helm, 31 of Elsberry. Helm was convicted in September 2011, for felony first degree statutory sodomy and first degree child molestation of a 12-year-old female, in Lincoln County. Helm is charged with failure to register as a sex offender and is currently housed in the Lincoln County Jail under on a $15,000 cash only bond. Other conditions of bond may apply.

Andrew Ryan, 26, of Lincoln County. Ryan was convicted in October 2009 for felony deviate sexual assault of a 13 year-old female, in Lincoln County. Ryan is charged with failure to register as a sex offender and is currently housed in the Lincoln County Jail under a $15,000 cash only bond. Other conditions of bond may apply.

Jeffrey Schonhoff, 42, of Moscow Mills. Schonhoff was convicted in March 2004 for two counts of felony first degree statutory sodomy of a 12-year-old male. Schonhoff is charged with failure to register as a sex offender and posted a $10,000 cash only bond. Other conditions of bond may apply.

Byron Tartt, 46, of Elsberry. Tartt was convicted in September 1995 for felony second degree statutory sodomy of a 14-year-old female. Tartt  is charged with failure to register as a sex offender and is currently housed in the Lincoln County Jail under a $10,000 cash only bond. Other conditions of bond may apply.
