Gallegos arrested for kidnapping Moscow Mills woman

MOSCOW MILLS – A suspected member of a Mexican drug cartel was arrested this week for allegedly kidnapping a Moscow Mills woman.

According to a probable cause statement filed with the Lincoln County associate court, Luis Gallegos, 27, was arrested Monday on charges of Kidnapping in the First Degree and remains in custody at the Lincoln County Jail on a $1 million cash-only bond.

The victim told police she was at the Drinking Horn in Moscow Mills with Gallegos and that he agreed to drive her home. However, when they arrived at her residence he refused to let her leave the vehicle after talking to his brother, who lives in Chesterfield.

During the video call, the victim said she saw the brother holding a “AK-47 style weapon” and that he told Gallegos to “bring her here.”

The victim said she requested to leave on three different occasions, but was refused.

“No, you’re coming with me, because we are going to my brother’s” Gallegos responded. “You’re going to come with me, you’re not going to f***ing tell me now, you’re not going to fight me. You’re going to come. I have guns in Chesterfield, you just saw my brother, we are no f***ing joke.”

Gallegos, who reportedly is living in the country illegally, also told the victim they were from Tamaulipas (Mexico) and she explained that area is the location of a drug cartel.

After leaving the victim’s home in Moscow Mills, she was able to call 911 from her cell phone and the vehicle Gallegos was driving was stopped in St. Louis County, where he was subsequently arrested.
