Local races form for April municipal election

LINCOLN COUNTY – Voters in several local communities will have choices when it comes to the April municipal election, including races in Troy, Elsberry, Moscow Mills and Winfield.

Half of Troy’s Board of Aldermen is up for election, including seats in Wards One, Two and Three.

In Ward One, the incumbent, Gary Leifert, will not be seeking re-election after serving one term on the board. Preston Gebhart and Terri Huffman have filed for the two-year term.

Steven Jones, the incumbent in Ward Two, is seeking re-election and is being challenged by Mitch Bryant. Lincoln County Assessor Kevin Bishop had filed for the election, but withdrew his name from consideration Tuesday, Jan. 7.

The vacant seat in Ward Three will be filled by one of four possible candidates including Dennis Detert, Michael Quezada, Jodi Johnson and Kim Colbert. Kay Diekemper, who defeated Detert in 2023, resigned the seat in November 2024 after moving out of the area.

In Moscow Mills, the ballot is stuffed with a pair of races for the board of aldermen and two ballot issues.

In Ward One, John O’Malley is challenging incumbent Amy Vollmer for two-year term on the board, while Ward Two Incumbent Cody Quist is facing Melvin Gilbert Jr. for a two-year term as well.

Voters will also be deciding the fate on two ballot issues, one of which will extend the mayor’s term from two to four years. Most communities in Lincoln County feature a two-year term for mayor, including Winfield, Elsberry and Silex.

Troy’s mayor is elected to a four-year term. A 1.5 percent use tax will also appear on the ballot, which if approved, would be imposed on all online and catalog purchases. The use tax would mirror the city sales tax and would go up or down with that rate.

Elsberry has two races for one of its two seats on the board of aldermen. Danielle Rockwell is seeking re-election in Ward Three and is being challenged by Stacey Knoche. In Ward Two, incumbent Jennifer Hunter decided against running again, so the seat will be filled by Justin Bange, the only candidate to file.

Winfield will have a new mayor after the incumbent, Dawn Garver, declined to run for re-election. Current Ward Two alderman Nicole Hanson is the only candidate for the two-year term.

The other current Ward Two Alderman, Sandy Reiss, is running for re-election and is opposed by Chris Mitchell.

In Ward One, incumbent Brenda Sargent has decided against seeking a second term. Faith “Punky” Burgess has filed and is running unopposed for the two-year term.
