Alleged sex offender list violator facing extra charges after high-speed chase

LINCOLN COUNTY – A Troy man arrested on a warrant for failing to register as a sex offender is facing a litany of other charges after leading multiple law enforcement officers on a high-speed chase over two counties.

In addition to the original Class E felony for failing to register as a sex offender, Robert Goebel faces four additional felonies including unlawful possession of a firearm (Class C), tampering with a motor vehicle and aggravated fleeing a stop or detention (both Class Ds) and unlawful use of a weapon (Class E). He also has been charged with a pair of misdemeanors, driving in a careless and imprudent manner and exceeding the speed limit by more than 26 miles per hour.

According to court records, a highway patrolman spotted Monday a white Volkswagen Jetta that had previously been reported stolen Saturday, Sept. 20. The patrolman attempted to stop the vehicle, but Goebel allegedly evaded arrest and was able to drive away.

The next day, members of the O’Fallon Police Department and Lincoln County Sheriff’s Office located the vehicle on two occasions, which led them on a pursuit; officers and deputies eventually lost sight of the vehicle on both occasions and terminated the pursuit.

The court records indicate the pursuing sheriff’s deputy had a “brief interaction” with Goebel who “stated he would shoot himself in the face before surrendering.”

Later that afternoon, a citizen spotted the vehicle near Chain of Rocks. About 2 p.m., a highway patrolman located the vehicle on Twin Rivers Road east of Missouri 79.

The driver fled and traveled west towards at a high rate of speed. The pursuit continued and eventually, the driver turned on Kaimann Lane where the patrolman attempted an unsuccessful “tactical vehicle intervention.”

Another office attempted to deploy a tire deflation device at the intersection of Route OO and Kaimann Lane but was unsuccessful.

Goebel allegedly continued to flee onto Jordan Road at a high rate of speed, however lost control of the vehicle and crashed.

Officers arrested Goebel at the scene and recovered a loaded Ruger handgun and additional ammunition.

Goebel appeared before Associate Court Judge Michael Jacobs Wednesday, who scheduled a preliminary hearing for Nov. 4. Judge Jacobs also denied a request filed by Goebel’s attorney to reduce the $50,000 bond he is currently being held on in the Lincoln County jail.

An arrest warrant for Goebel was issued Aug. 27 after he moved to Wisconsin, violating terms of his probation and the sex offender registry. He had pleaded guilty in 2024 to three counts of child molestation.
