Glover arrested again for violating sex offender registry

Previous convictions include sexual assault, arson, burglary and failing to comply with register’s Halloween requirements

LINCOLN COUNTY – An Elsberry man with a lengthy criminal history including a conviction for sexually assaulting a 13-year-old is back in jail after his arrest for failing to register as a sex offender.
The Lincoln County Sheriff’s Department arrested Joshua Glover, 36, on the felony charge of failure to register. According to court records, Glover is a Tier III registered sex offender, reserved for the most serious offenses, after a 2009 conviction of sexual assault involving a 13-year-old.
Glover was 19 at the time of the incident at received a five-year prison sentence that was suspended while he was placed on probation.
That probation was revoked nine months later and the prison sentence imposed after his arrest on an arson charge. He received a seven-year prison sentence after pleading guily to the arson charge.
The probable cause statement accompanying the April warrant calling for Glover’s arrest accused him of failing to meet his re-registration deadline by a day in December and again by several weeks in March.
Court records indicate this isn’t the first time Glover ran afoul of the sexual offender registry. In 2018 he was charged with a similar offense for failing to register and failing to comply with Halloween restrictions. He received a two-year prison sentence after pleading guilty to that charge.
Other arrests included in Glover’s past include three for stealing (2018, 2024 and 2025), two for burglary (2008 and 2010) and one for tampering with a motor vehicle (2009).
Glover is currently in custody in the Lincoln County jail on a $10,000 cash-only bond. He is scheduled to appear before Associate Court Judge Michael Jacobs Thursday at 9:30 a.m. for a counsel status hearing.
